YOUR telegram No. 121 of the 20th July. Russian Ambassador informs me that his Government object to the agreement of the three banks in the matter of railway loans in China to the exclusion of Russo- Chinese Bank, and that Russian representative at Peking has been instructed to protest against formation of such syndicate.
Nothing was said about the Hukuang loan, and communication appeared to refer to the future.
It is proposed to reply that, if the three banks are willing to admit the Russo- Chinese Bank to their syndicate no objection would be raised by His Majesty's Government, mentioning at the same time that as regards future business as to which no engagements have yet been entered into, we are not bound to the Hong Kong and Shanghae Bank should other British firms wish to compete.
